Russian President Vladimir Putin arrived in the Vietnamese capital, Hanoi, after his visit to North Korea. This was reported by the Russian news agency Interfax.
At the start of his state visit, Putin was received with military honors – although not as high as before in Pyongyang, where he was personally received by North Korean leader Kim Jong Un on Tuesday.

According to Russian information, Putin will meet with the general secretary of the Communist Party, Ngueyn Phu Trong, at the invitation of those in Hanoi, as well as with President To Lam and Prime Minister Pham Minh Chinh. Discussions are planned on “the status and prospects for the development of a comprehensive strategic partnership between Russia and Vietnam in trade and economics, in research and technology, as well as in humanitarian areas,” he said. The two-day visit will also address international policy issues.
Meetings with students are also planned
Putin is also scheduled to meet in Hanoi with Vietnamese students who studied in Russia or previously in the Soviet Union. Relations between the two states have been considered partnerships since Soviet times – also because Moscow helped Hanoi in the Vietnam War.
Putin, who is under sanctions in the West due to his war of aggression against Ukraine, is looking for partners in the East. According to observers, he is also interested in possible weapons suppliers. Vietnam is officially neutral in the war. According to information from the Kremlin, Putin’s delegation includes, in addition to Deputy Defense Minister Alexander Fomin, the head of the Russian Agency for Military-Technical Cooperation, Dmitry Shugayev, and the director of the Rosoboronexport arms company, Alexander Mikheev.
